Annual session of the General Meeting according to the results of scientific and organizational activities of the National Academy of Sciences of the Kyrgyz Republic in 2022

The annual session of the General Meeting of the National Academy of Sciences of the Kyrgyz Republic (NAS KR) was held on February 28, 2023 at the NAS KR Conference Hall following the results of the scientific and organizational activities of the NAS KR in 2022.
The meeting was attended by Chairman of the Cabinet of Ministers – Head of the President’s Administration of the Kyrgyz Republic A.U. Japarov, Deputy Chair of the Cabinet of Ministers of the Kyrgyz Republic E.Zh. Baisalov, President of the National Academy of Sciences of the Kyrgyz Republic K.E. Abdrakhmatov, as well as academicians, corresponding members, directors and researchers of institutes of the NAS KR.
Report of the President of the NAS KR, Corresponding Member K.E. Abdrakhmatov reflected information about the state of academic science and the main priorities of fundamental and applied science in the near future.
Chief Scientific Secretary of the NAS KR, Corresponding Member Khudaibergenova B.M. summarized the main results of the scientific and organizational activities of the NAS KR in 2022.
The Chairman of the Cabinet of Ministers – Head of the President’s Administration of the Kyrgyz Republic A.U. Zhaparov during his speech emphasized the need to integrate scientific institutions with universities, the mutual participation of scientists and government agencies in the systematic implementation of a scientific approach to economic policy in the Kyrgyz Republic. There are about 70 scientific organizations, 1,500 doctors of science, 5,500 candidates of science for implementation of the issue and this is all funded from the state budget in the amount of about 700 million soms annually. He also noted that work has begun on the revival of science-intensive industries, the energy industry and mechanical engineering which are necessary for the rapid growth of the country’s economy.
After discussing the reports and speeches in the debate the Resolution of the General Meeting of the National Academy of Sciences of the Kyrgyz Republic was adopted based on the results of work in 2022:
– It is necessary to work out the issues of improving the legal framework for the development of scientific, scientific-organizational and innovative activities; inventory of scientific equipment for compliance with modern requirements of world standards.
– To strengthen activities to implement the special status of the National Academy of Sciences of the Kyrgyz Republic, optimize the scientific and organizational activities of scientific institutions within the limits of funding and priority scientific areas (according to Article 22, paragraph 5 of the Constitution of the Kyrgyz Republic of May 5, 2021 “The National Academy of Sciences of the Kyrgyz Republic based on the principles of continuity and scientific progress, coordinates directions in the field of fundamental and applied sciences”.
– To create a working group to develop proposals in accordance with the Decree of the President of the Kyrgyz Republic of February 16, 2023 No. 26 “On measures to increase the contribution of science to the sustainable development of the country”.
– To achieve financing and introduction into production of the most promising developments prepared by the researchers of the National Academy of Sciences of the Kyrgyz Republic; a significant increase in funding for science and salaries of scientists.
